SkolleLand Skolle is in the north, east of most of Cascadia; it sees nine-months winters. Skalls are very independent-minded and prefer to live in small communities that are mostly self-sufficient; the basic societal unit for a Skall is the extended family rather than the town. Land Skolle itself only has two large towns, which are largely used as marketplaces and sit half-empty about half the time. Partly because of this, Skolle has very little in the way of formal government; families choose representatives to send to moots and return with decisions. Occasionally, two families will formally go to war in what amounts to a semi-ritualized arena brawl that can last for an entire day. The canton is nominally ruled by a Lawspeaker, who is elected at a general moot to be the final arbiter for disputes and represent the canton diplomatically (and has wide decisional powers in that respect) but can be recalled at any time. Land Skolle's convoluted coastline generates standing vortexes that, while being a navigational hazard to most rigs and ships, make it easier than most other lands for submersibles to dock. This has caused Land Skolle to acquire a reputation as a pirate haven, a reputation that historically is at least somewhat deserved. (Stereotype: Scandinavian / Viking) |
