Hunger is the great equalizer, and racial tension has mostly disappeared simply because there is little energy to spend on it.

"Mostly" doesn't mean completely, of course: characters of a different race than whatever the majority is will probably be treated with greater mistrust, if not with hostility.

The blights and breakdown of organization made it easier for minorities to move about without being harassed, with the result that quite a few "majority-minority" settlements exist, generally Chinese in California, Hispanic in the Southwest, and African in the Southeast -- belonging to any one ethnic group isn't a guaranteed advantage.

The collapse of modern infrastructure is recent enough that standard English has not had time to separate into dialects, and most everyone will understand it; it coexists with various second languages, depending on area. What other languages one speaks is likely to make more of a difference in treatment than the color of one's skin.

Native communities have adapted to the decline of civilization better than most others, and have reasserted their sovereignity.
